First steps is a state run program designed to meet the 0-3 population in Kentucky and Indiana.  Individuals are qualified for the program by calling the point of entry in their county.  More information on the Kentucky first steps program can be obtained by exploring http://chfs.ky.gov/dph/firststeps.htm.  Information on the Indiana first steps program can be obtained by exploring http://www.state.in.us/fssa/first_step/
